Early life
Giam was born in the United Kingdom and later moved to Singapore. He obtained his early education at Anglo-Chinese School (Independent) and Anglo-Chinese Junior College. He earned a Bachelor of Science in Electrical Engineering from the University of Southern California and a Master of Science in International Political Economy from Nanyang Technological University.
Career
Prior to entering politics, Giam enjoyed a successful career in IT industry. He worked as a senior consultant at Avanade, a project manager at MSC Consulting, and served as a foreign service officer at the Ministry of Foreign Affairs. Also, he is the co-founder and chief technology officer of an IT solutions company and has been recognized as a Registered Management Consultant certified by the Institute of Management Consultants (Singapore).
Political career
Giam marked his debut in politics in the 2011 general election when he was a member of a Workers' Party team in East Coast GRC. Despite not winning the election, Giam was appointed as a Non-Constituency Member of Parliament (NCMP) seat due to their significant electoral performance, making him one of the first opposition members to assume such a role. He was a NCMP from October 2011 to August 2015. Giam ran again in the 2015 election but his team only gained around 39% of the vote. Giam prioritized the party unity by handing over the NCMP role to his teammate Leon Parera.
Giam contested in the 2020 election with the team consisting of Sylvia Lim, Leon Parera, Pritam Singh, and Muhamad Faisal Manap. The team represented Aljunied GRC and won over 59% of the votes against the PAP. Giam then was elected as the Member of Parliament representing the Bedok Reservoir–Punggol ward of Aljunied GRC in the 14th Parliament.
Giam has been the Policy Research Team Head of the Workers' Party's Central Executive Committee since 2022. At the municipal level, he was appointed Vice-Chairman of the Aljunied–Hougang Town Council (AHTC) from 2020 to 2024, working alongside Leon Perera until Perera’s resignation in 2023. In addition to that, Giam has been a Town Councillor and a member of AHTC’s Tenders and Contracts Committee. In 2024, he was appointed Chairman of the Aljunied–Hougang Town Council.
