Transient Workers Count Too (TWC2)

Transient Workers Count Too (TWC2) is a Singapore-based non-governmental organization (NGO) established in 2004, dedicated to improving conditions for low-wage migrant workers.

The organization focuses on advocacy, direct services, and public education to promote equitable treatment and uphold the dignity of migrant laborers.

Mission and Objectives

TWC2's mission encompasses:

  • Advocacy: Engaging with policymakers, conducting research, and raising public awareness to influence policies and societal attitudes toward migrant workers.
  • Direct Services: Providing immediate assistance to migrant workers facing issues such as unpaid wages, injury, or exploitation.
  • Public Education: Organizing events, workshops, and campaigns to inform the public about the challenges faced by migrant workers and the importance of fair treatment.

Key Programs and Services

At the heart of TWC2’s work is its commitment to improving the lives of migrant workers through practical assistance and advocacy. The organization operates several programs designed to address the immediate and long-term needs of workers.

TWC2 offers several programs to support migrant workers:

  • The Cuff Road Project: A free meal program initiated in 2008, providing breakfast and dinner to unemployed migrant workers in Little India. This initiative addresses immediate nutritional needs and serves as a point of contact for further assistance.
  • Social Work Assistance: Professional and volunteer caseworkers assist migrant workers with issues related to employment disputes, medical care, and legal matters.
  • Discover Singapore: Organizes activities and field trips for migrant workers under TWC2's care, promoting mental well-being and social integration.
  • Public Engagement: Conducts talks, workshops, and collaborations with educational institutions and community groups to foster understanding and support for migrant worker issues.

Advocacy and Impact

While TWC2’s direct services address the immediate needs of workers, the organization also engages in advocacy to tackle the root causes of exploitation. Over the years, it has campaigned tirelessly for systemic reforms, including:

  • Weekly Day Off for Domestic Workers: Advocated for the implementation of a mandatory weekly rest day for domestic workers, which was introduced in 2013.
  • Salary Payment Through Bank Accounts: Promoted the move towards salary payments via bank accounts to ensure transparency and timely payment of wages.
  • In-Principle Approval (IPA) Letters: Emphasized the importance of IPA letters in ensuring that migrant workers are informed of their employment terms before arrival in Singapore.

Volunteer and Support Opportunities

TWC2 relies on volunteers and donors to sustain its programs. Individuals interested in contributing can attend the "Heartbeat" sessions, held bi-monthly, to learn about volunteering opportunities. Donations are also welcomed to support ongoing initiatives.

Through its comprehensive services and unwavering advocacy, TWC2 continues to play a vital role in promoting justice, equality, and dignity for all migrant workers in Singapore.
